Formal complaints filed related to Fountain Hills Town Council discussion

Controversy over revisiting telecommunications ordinance

At its Jan. 21 regular meeting, the Fountain Hills Town Council was involved in a heated debate over the revival of a telecommunications infrastructure ordinance passed by the previous council in September 2024.

As a result of that discussion there have been three ethics complaints filed against two council members and one complaint about an open meeting law violation reportedly filed with the Arizona Attorney General’s Office.

Councilmembers Brenda Kalivianakis and Peggy McMahon had the ethics complaints filed against them for comments they made during the meeting. Those complaints were made by Crystal Cavanaugh, Liz Gildersleeve and Mathew Corrigan. The open meeting law complaint named the other five council members including Mayor Gerry Friedel, Vice Mayor Hannah Toth and Councilmembers Gayle Earle, Allen Skillicorn and Rick Watts. That complaint letter was sent by resident Bethany Culp.
