The Florence Town Council voted to give $14,500 a year for 10 years in water services to the organization that is running the Charles Whitlow Rodeo Grounds.
This spring, the town of Florence solicited a request for proposals for managing, planning, operating and maintaining the Charles Whitlow Rodeo Grounds for a 10-year period. The town received one bid for this project from the Historic Florence Foundation, a 501(c)(3) organization.
The foundation was started by Bill Foster, a grandson of Charles Whitlow. Last year, in an individual capacity, Foster organized the Junior Parada Rodeo.
