Flaws found in current voucher program, expert says

Low-income families on a waitlist for housing choice vouchers might wonder if their name will ever be called.

Valley families on long waitlists could end up waiting several months or more, said Drew P. Schaffer of the William E. Morris Institute for Justice in Phoenix.
