Crosswalk planned near Scottsdale synagogue draws scrutiny

A planned high-intensity activated crosswalk in front of a Scottsdale synagogue is being scrutinized for its connection to a city council member.

The fiscal year 2026-27 city budget proposed by City Manager Greg Caton includes nearly $600,000 for a the special crosswalk, often known as a HAWK, at 66th Street and Shea Boulevard, a move that has some in the community saying it’s being pushed by Councilman Adam Kwasman.

That’s because the crosswalk is in front Beth Tefillah Synagogue, which Kwasman attends.
