Competency to stand trial a seesaw in Arizona

Ashin Tricarico told police he believed “every vehicle and person” he drove past pointed a gun at him during a June 2021 shooting spree where he is accused of killing one person and injuring 12 others.

Tricarico is one of many suspects in Maricopa County who go through Rule 11 proceedings where mental health experts determine whether an individual is competent to stand trial.

In June 2021, police said then-19-year-old Tricarico acted alone in shooting at several people — injuring 12 and killing one — during a violent rampage across eight separate northwest Valley locations before the suspect eventually was taken into custody.
