Cities' highest-paid workers derive salaries from numerous factors

When it comes to municipal pay, many Valley cities can pay a fair wage to attract and keep their top employees.

With the retirement announcement of Phoenix City Manager Ed Zuercher, the region’s top paid municipal administrative post will be open and many government watchers will be keeping an eye on not just who is hired, but what that person’s pay and compensation will look like.

For cities in the Valley, employee wages account for tens of millions of dollars in municipal budgets. And all cities rely on their own internal pay schedules to determine what people will make on each step of the ladder.
