East Valley city staff: Costs mean more utility hikes likely

Eyes were opened wide and many questions were asked during the Chandler City Council’s annual work session on capital projects.

Many questions and some exclamations were uttered over the total of an estimated $3 billion in capital needs the city has planned over the next 10 years, along with specific questions about individual projects or the nearly 27% of that 10-year cost that isn’t paid for with bond funds.

But it was the mention of possible utility rate increases that really created a somber silence in the work session.
