I would like to respond to “EPCOR to bill full bore for wastewater.” Public utilities are in a unique position as a business. They are the only choice citizens have for a service, by definition a monopoly.
The only one that they answer to is the Arizona Corporation Commission. A look at the voting record of the commission over the last 10-20 years would show that they seldom stop the utilities from getting more money.

The only one that they answer to is the Arizona Corporation Commission. A look at the voting record of the commission over the last 10-20 years would show that they seldom stop the utilities from getting more money.
Could the commission members possibly be “in the pocket” of the utilities?
I would like to think not, but the utilities have a strong financial incentive to find ways to increase profitability and the Arizona Corporation Commission members are their only roadblock. Money has steered many well-intended into a less than honorable place.
