OPINION — The BNSF proposal to locate a several-thousand-acre railyard in Wittmann has been the subject of open discussion locally for several months.
The Maricopa County Planning Department declined to amend its Comprehensive Plan to include the BNSF facility as presently proposed in an area now designated for residential use.
The BNSF proposed facility has also been the subject of consideration by the Sun City Homeowners Association Board of Directors, of which I am a member. We have no subject matter jurisdiction over the proposed facility.
In addition to our primary duty to enforce the Sun City CC&Rs, another of our duties is “to advocate for Sun City residents in matters of infrastructure and governmental matters,” as is set forth in our bylaws.
In considering and discussing the matter recently, we were unanimous in our primary concern with the BNSF proposal: the probable adverse impact of traffic, both rail and vehicular, on the Grand Avenue corridor is not acceptable.
