Arizona ballot measure to change elections behind in early voting

A measure that could alter the way Arizona elections are run was failing amid early votes on Tuesday.

Proposition 142, pushed by Arizona Republican legislators, has several items that could change how voting in the state is conducting, including requiring ID for mail-in ballots.

The measure had 949,686 votes against, or about 62% compared with 574,657 votes for it.
