OPINION — April 20, I attended a Q&A session with representatives of the Arizona Department of Transportation regarding a new Loop 303 interchange in Surprise. The R.H. Johnson Recreation Center lecture hall was filled to capacity.
I was expecting a thoughtful description of how ADOT chose 155th Avenue as the site for the interchange. I got a Mad Hatter’s Tea Party.
ADOT presented various options, with survey results showing preferences. Asked who responded to the survey, and what if any connection respondents had to the affected areas, they admitted they had no data that could answer those questions. Note that who was asked to respond is irrelevant. Who actually responded is relevant.
