Abrami: Build the border wall, but then they go under?

On the front page of the Feb. 25 Daily Independent is the headline, “GOP lawmakers earmark finds for border wall with Mexico,” ...and a photo of a woman crawling out of a canal, which is obviously below ground.

Does anyone apart from me see the irony in this juxtaposition?
