A dog-grooming service has been given a conditional-use permit to operate in the San Tan Heights Towne Center.
The San Tan Valley Town Council approved Sparkle Dog Grooming Salon’s request for the permit at its Nov. 4 meeting.
The salon is located at 3125 Hunt Highway Suite 105 and is taking over a space at the retail center.
“The dog grooming salon will occupy 1,290 square feet of tenant space that is currently occupied by a credit union bank within a larger commercial building within the parcel,” Isaac Perez, a planner with the town’s community development department, told the council.
The San Tan Heights Towne Center has a Walgreens, a third-party motor vehicle facility and an optometrist and a dental office, Perez said.
The request for the permit was triggered by the salon seeking a tenant improvement building permit. The town’s zoning ordinance does not specifically address dog grooming services, so town staff determined that the closest ordinance is for pet stores, which require conditional-use permits.
“The staff analysis is that the proposed use will not be detrimental to the health and safety or general welfare of the vicinity, as the land use will be low impact and the site will be fully enclosed and indoor,” Perez said.
Sparkle Dog Grooming will only make interior changes to the space. The salon conforms to the area plan’s land use-designation of suburban neighborhood.
“Suburban neighborhood encourages local, low intensity retail and personal services to reduce trip lengths for residents,” a staff report stated. “A dog grooming business provides an essential, neighborhood service to the local community.”
The town’s planning and zoning commission recommended approval of the conditional-use permit at its Oct. 26 meeting
