Queen Creek seeks construction proposals for Mansel Carter Oasis Park expansion

The town of Queen Creek is looking to enter into a preconstruction services and construction services contract with a qualified construction manager/general contractor to construct the expansion of Mansel Carter Oasis Park, according to a new town posting.

The project is located to the west of the existing Mansel Carter Oasis Park, 19535 E. Appleby Road.

This project consists of the construction of an approximately 13-acre park, which includes lighted and screened tennis courts, volleyball courts, pickleball courts and flex exercise space.

According to the posting, “additional conceptual amenities include ramadas and shaded sitting areas, pathways, restrooms with park storage, hardscape, landscape, irrigation, and related site improvements including access points and a parking lot. The town is anticipating the park’s grand opening in fall of 2023.” 

The selected construction contractor will be required to plan, coordinate and execute their construction activities to ensure access to the existing adjacent park is maintained throughout the duration of construction. 

The posting adds that the town of Queen Creek’s estimated budget for design and construction of the Mansel Carter Oasis Park improvements is $9 million.

“All final construction contracts that may arise from this solicitation will be guaranteed maximum price (“GMP”) contracts. The project may require multiple GMP contracts to complete the construction in the time frames required,” the posting states. 

A pre-submittal meeting will take place at 9 a.m. on Tuesday, June 14. This conference is not mandatory but is strongly recommended. The conference will be held in the town of Queen Creek Law Enforcement & Community Chambers Building, 20727 E. Civic Parkway.

The town will accept sealed responses on or before 3 p.m. local time on Thursday, July 7. Proposals may be submitted by the due date and time through the link provided in the request for qualifications, (RFQ), No. 22-035. Responses received after the deadline date and time will not be accepted, opened or considered. No emailed, faxed, mailed or hand-delivered responses will be accepted.

The RFQ documents can be obtained from the town of Queen Creek’s E-Procurement Portal.

The posting adds that the town reserves the right to accept or reject any or all responses and to waive informalities.

The Queen Creek Town Council approved a $730.2 million budget for fiscal year 2022-23 at its May 18 meeting. That’s an increase of about 50% from the 2021-22 fiscal year budget of $487.2 million. Nearly 73% of the budget is for capital infrastructure investments.

The largest increase in spending is for parks and trails infrastructure. For the upcoming fiscal year, the town has budgeted $172.1 million for parks and trails infrastructure, up from $25.9 million in the 2021-22 fiscal year.

At its April 9 meeting, the Queen Creek Town Council approved beginning the sale of $138 million in bonds to fund Phase 1 of new park facilities as part of the Park Master Plan.
