West Phoenix homeless shelter proposal heads to board of adjustment

Phoenix will seek approval from the board of adjustment this week for a city-owned shelter in west Phoenix.

The city is proposing constructing the center at 11 S. 71st Ave. It will shelter 280 people and is a portion of the 790 new shelter beds the Office of Homeless Solutions is working to add in 2024 and 2025, officials said.

The board of adjustment meeting will be at noon April 4 at Phoenix City Council Chambers.

If the use permit is approved, the city will begin work on the site immediately, according to a release, with the goal of opening the shelter this summer.  

Options to attend the Board of Adjustment meeting or request to speak include:

  • In-person attendance at Phoenix City Council Chambers, 200 W. Jefferson St.
  • Attend virtually. A link to register to attend and/or speak will be available when the agenda is posted at phoenix.gov/cityclerk/publicmeetings/notices. Registration to speak must be submitted no later than 5 p.m. Tuesday, April 2. Reference case No. ZA-734-23.

The location would have 200 congregate beds in two structures, one for men and one for women, and another 80 non-congregate beds in converted shipping container shelters.

A third structure would serve as the navigation center, offering individualized services, including case management, behavioral health services and access to medical services.

The site will also offer meals, personal property storage, RV parking and space for people’s pets.   

“The shelter will be a closed campus, meaning no walk-up services will be offered at this location and guests must be referred by an outreach service provider,” city officials said in the release.

”The facility will have 24/7 security, a strict code of conduct and a curfew.”
