Phoenix’s procurement process deserves council scrutiny

Reader: Changes during police towing contract bidding raises questions; rules should be applied consistently

OPINION — Procurement is an exhausting endeavor. But it is important to get it right. For the economy, for city staff, for public trust.

Next month, the Phoenix City Council is expected to vote on a major police towing contract. Before approving it, council members should determine whether every bidder was judged by the same rules and whether the process produced the best outcome for taxpayers.

A longtime contractor was disqualified after its bid was deemed “non-responsive.” They argued the issue was a correctable technical defect, but its protest and appeal were denied.
