Litchfield Park to consider approval of new mixed-use building development

The Litchfield Park City Council will meet on Wednesday, Feb. 19, to review and potentially approve a new mixed-use building at the northwest corner of La Loma Avenue and Village Parkway, a component of the ongoing development of the city's downtown area.

The proposed project is part of the larger Litchfield Square development, a 26-acre urban hub designed to foster economic growth and community engagement.

The proposed building includes a three-story, 24,000-square-foot structure with a 6,000-square-foot outdoor patio on the third floor, to be used for dining. In addition, the design features a 275-square-foot ice cream shop.
This project, located within Lots 1 and 2 of Litchfield Square, is a key piece in the city’s plan to transform the area into a vibrant, pedestrian-friendly downtown.

During the meeting, city staff will present the preliminary proposal to the Council, with the goal of securing initial approval. However, some aspects of the design, including civil engineering plans, still require adjustments and further review. If the Council approves the preliminary design, the final plans will be reviewed by the Design Review Board before construction can proceed.

The building’s design incorporates a zero-lot line approach, placing the structure close to the street to foster a more urban, integrated feel. A step-back design for the third floor reduces the visual mass of the building and allows for an expansive outdoor dining area. The design also features architectural elements such as a cupola, water features, and decorative seating that tie into the broader aesthetic of Litchfield Square.

Staff recommendations for the project include modifications to the site, such as adjustments to curb lines, parking areas, and the addition of more outdoor space on the west side of the building.

These changes would result in the removal of approximately 18 parking spaces to make room for the new design. The project will also require approval of various infrastructure details, including drainage plans and fire access routes.

The city has outlined a series of conditions for approval, including a building permit, reviews of engineering plans, and ensuring that rooftop lighting is shielded from adjacent properties.

The development is part of the larger Litchfield Square initiative, which aims to create a dynamic mix of retail, office, and residential spaces. Already underway, the first phase of Litchfield Square will offer 40,000 square feet of commercial space, with future phases adding over 200,000 square feet of buildable area.

The City Council meeting on Feb. 19 will determine whether this new development moves forward.
