Goodyear appoints Jasmine Pernicano as city clerk

Goodyear has appointed Jasmine Pernicano as its new City Clerk, officially stepping into the role this week after four years with the city. Pernicano, who previously served as Deputy City Clerk and most recently as Acting City Clerk, brings extensive experience in municipal government to the position.

As City Clerk, Pernicano will oversee a range of essential government functions, including maintaining official city records, ensuring compliance with public meeting laws, managing elections, and handling public records requests. The City Clerk’s Office plays a critical role in ensuring transparency, accessibility, and efficiency in local government operations.

Prior to joining Goodyear, Pernicano worked in municipal government in San Diego County, where she played a key role in managing candidate elections, council meetings, and citywide records management programs.

“I am humbled and excited for the opportunity to lead an amazing team,” Pernicano said. “I look forward to being a part of Goodyear’s story and to lead process improvements that enhance customer service, foster transparency, and increase access to information.”

Pernicano is a Master Municipal Clerk, a designation recognized by the International Institute of Municipal Clerks, and a Certified Election Official through the State of Arizona and the Arizona Municipal Clerks Association. She actively contributes to the Arizona Municipal Clerks’ Association, serving as co-chair of the Membership, Mentoring, and Region Leaders Committee, a member of the Education Committee, and a mentor to fellow clerk professionals.

Goodyear City Manager Wynette Reed praised Pernicano’s leadership and commitment to public service.

“Jasmine has consistently demonstrated exceptional dedication to public service and has set a high standard for operational excellence,” Reed said. “Her commitment to the city and its residents is unmatched, and we’re lucky to have her on Team Goodyear.”

In addition to her professional certifications, Pernicano holds a bachelor’s degree in public administration from San Diego State University, the California Professional Municipal Clerk designation from the University of California, Riverside, and has completed Arizona State University’s Certified Public Manager Program.
