Use permit, rezoning, preliminary plats on Goodyear City Council agenda

The Goodyear City Council is scheduled to consider requests for several proposed projects when it meets in regular virtual session at 6 p.m. Monday, Aug. 24.

SunWest Federal Credit Union is seeking to build a 4,495-square-foot one-story building with drive-through on 1.21 acres in the Pebble Creed Marketplace Planned Area Development on the southwest corner of PebbleCreek Parkway and McDowell Road.

According to a staff report, a preliminary plat encompassing the subject property was approved by the council Sept. 14, 2015, and the final plat approved Aug. 20, 2018.

If the council approves SunWest’s use permit, the next step for the applicant will be to submit a site plan for review.

Greenlight Communities LLC of Scottsdale is asking the city to rezone 10.25 acres at the northwest corner of Van Buren Street and Bullard Avenue from planned-rea development to multifamily 24 with a PAD overlay so it can build Cabana on Bullard.

The community would feature 334 studio, one- and two-bedroom apartments in five three-story buildings built around a series of courtyards. Proposed amenities include a fitness center, pool, community barbeque area, outdoor fitness, zen and hammock gardens, bike storage and laundry facility.

If the council approves the project, Cabana on Bullard will be Greenlight’s second multifamily community in the city. Construction on Cabana on Encanto, a 286-unit apartment on 8.8 acres on the southeast corner of 150th Avenue and Encanto Boulevard near Goodyear’s proposed multiuse Goodyear’s Civic Square, is scheduled to begin this month.

Greenlight, which bills itself as a builder of “attainable” housing with rents starting around $900, recently completed its first two Cabana communities in Phoenix and has projects under way in Glendale, Scottsdale, Mesa and Chandler.

Beazer Homes is seeking approval of a preliminary Plat for El Cidro Parcels 4 & 5 at Cotton Lane and Elwood Street, which includes the Vita at El Cidro Ranch multifamily parcel. If approved, the builder will subdivide the 24-acre Parcel 5 to be developed as a multifamily residential development consisting of detached single-family dwelling units.

The Planning and Zoning Commission recommended approval of the request during it’s Aug. 12.

The council also is expected to consider planning commissioners’ recommendation to approve Larson Engineering’s request for a preliminary plat for Cottonflower Marketplace, subdividing approximately 10.27 acres at Yuma Road and Cotton Lane into eight lots.
