Goodyear names Garcia deputy city manager

 The city of Goodyear has appointed Rachel Garcia as its new deputy city manager.

“We are delighted to welcome Rachel to our executive leadership team,” stated Goodyear City Manager Wynette Reed. “Her deep experience working with all levels of government, and her proven track record as a public servant working to better the lives of others will be invaluable to the Goodyear community.”

Goodyear operates under a council-manager form of government, in which the city manager serves as the chief executive officer of the city, overseeing daily operations and implementing policies set by the city council. The deputy city manager plays a key role in assisting with these responsibilities, managing city departments and working with officials to ensure efficient governance.

Garcia said Goodyear’s growth and strong sense of community drew her to the role.

“I love Goodyear because of its sense of community. I’m grateful for the opportunity to serve and be a part of a city with a strong vision and leadership for future growth while providing ongoing quality services to residents,” Garcia stated. “I look forward to working collaboratively to continue to build healthy partnerships, policies, and programs in the years ahead.”

Garcia has 20 years of experience in state and county government. Before joining Goodyear, she served as deputy assistant director at the Arizona Department of Health Services and as bureau chief of emergency medical services and trauma system. She also worked as project director for the CDC Epidemiology and Laboratory Capacity Program, overseeing a budget of nearly $1 billion for infrastructure projects.

As deputy chief of public health emergency preparedness, Garcia helped coordinate statewide public health initiatives and emergency responses in collaboration with federal, state, tribal, local, and private partners.

Garcia holds a Master of Public Health and a Bachelor of Science from the University of Arizona. She has received multiple awards for her work in public health and community development.
