The Glendale City Council will vote on an ordinance regulating the use of electric bikes and scooters at its only December meeting.
This is the first of three ordinances in the council resolutions section of the 5:30 p.m. Dec. 9 meeting’s agenda. It will come with a presentation.
Based on the consensus the City Council gained during a Sept. 9 workshop, age requirements would be as follows:
E-scooter - age 12 and up.
Class 1 and 2 e-bikes with a top speed of 21 mph - age 14 and up.
Class 3 bikes with a top speed of 28 mph - age 16 and up.
Removing the governor on e-bikes to allow them to travel at speeds above 28 mph will be illegal. Helmets are required until age 18, in line with state laws for motorcyclists.
The consensus was a maximum fine of $50 For the first offense and $250 for a second offense. Judges will have the discretion to impose lower fines.
Council members agreed that a third violation warrants an automatic $500 fine.
Earlier Tuesday, the council workshop includes another update on the downtown campus revitalization. In addition to the updates on city hall construction, staff will present progress on Murphy Park revamps and a different conceptual design for the gazebo in the park.
Workshop discussions include the 2026 Arizona legislative agenda and a shared access driveway easement and maintenance agreement for the VAI Resort.
The council also will hear a proposal for a different solid wate fee structure.
