Gilbert wastewater problems raise questions

Your article in the January 2025 edition of the Gilbert Independent stated that a lone driver on Greenfield Road spotted a sinkhole cause by worn sewerage lines that he drove into, sustaining minor injury and the road was closed for weeks. If this happened in 2015 and now  nine years later the town is faced with replacing sewerage lines and adding lift station pumps what action have they taken in those nine years?  The article also states 50 year pipes were used however, were improperly installed which often damaging the lining. If this is the case, why is Gilbert going after the installation company to cover some of the replacement cost? 
 
It has been stated the rate increase will be $29 a month in their utility bill. However, if you use the Utility Bill Calculator from the Public Works website and use 4,000 to 5,000 gallons per month your increase will be $39 per month and will increase with the more water you use. If I compare my utility bill from January 2023 to the forecasted utility bill the will take affect this spring for all cash, it will be $64 a month and the cash/bond mix it will be $43 a month.  I haven't read how long the new rate increase will last. Is it until the old pipe is replaced and by then the Higley area and south Gilbert will have to be replace with another rate increase?
