This indoor plan for a wine bar was submitted with an entertainment use permit recommended for approval by the Chandler Planning and Zoning Commission at its June 4 meeting.
There wasn’t much on the Chandler Planning and Zoning Commission’s June 4 agenda.
The board only had one action item of note. That was a recommendation for City Council approval of an entertainment use permit for Black Sheep Wine Bar in downtown Chandler.
The commission made its recommendation unanimously by approving a consent agenda at the June 4 meeting, which only lasted about four minutes after a study session with a very similar agenda.
Brianna Parisian of Thrive Social is the applicant. A staff report states the use permit is for live indoor entertainment, including live acoustical music performances and outdoor speakers for ambient music, subject to the conditions as recommended by planning staff.
The 3,673-square-foot bar is on the southwest corner of San Marcos Place and Boston Street.
Black Sheep has a Series 12 Arizona restaurant license. The permit is required for live indoor entertainment within 600 feet of residential properties; the nearest residence is about 380 feet away.
The hours of live indoor entertainment will be 8:30 p.m. to 11 p.m. and will be “solo or duo acoustic,” per the staff report.
Black Sheep opened at the location in 2021. In February of this year, the wine bar received approval from the Historic Preservation Commission for an outdoor patio within the city right-of-way.
City planning staff didn’t propose a time stipulation for the entertainment use permit due to the previous liquor use permit for the series 12 restaurant license for the previous business, and Black Sheep Wine Bar has proven to be a “good neighbor” to downtown Chandler businesses, the report states.
Recommended conditions of approval include that “no noise shall be emitted from external speakers or live entertainment in such a manner that exceeds the general level of noise by uses outside the premises of the business and disturbs adjacent businesses and residential areas.”
