Chandler sets 2nd public housing development in motion

Another major milestone in creating more housing in Chandler was reached Dec. 12.

That’s when the Chandler City Council, by OKing the consent agenda at its regular meeting, approved a development agreement with Brinshore Development, LLC, to redevelop property located at 73 S. Hamilton Street as public housing apartments.

The development will be known as “The Haven on Hamilton,” according to a staff report. It’s not a contract for a specific dollar amount, though Brinshore is responsible for the estimated $92 million construction cost, at current market prices.

Amy Jacobson, the housing and redevelopment senior manager for the city, told council during a study session that the city’s Casa Bonita “Site 3” was initially built more than 50 years ago.

“We anticipate 250 new units,” Jacobson said.

The city’s plan is that once its first new public housing development, the Villas on McQueen, is completed in mid-2026, current Hamilton residents can move there. Then, the eight-acre Hamilton site will be cleared and The Haven on Hamilton will break ground some time in late 2026, with completion planned by late 2028.

The Villas on McQueen apartments broke ground in June of this year.

The city and Brinshore will be co-developers of the site, though the city will remain the landowner and retains all land rights.

A staff report mentions many traditional apartment complex elements in The Haven plans, including community spaces, gym, resident services and a park area. There will also be “a mix of one-, two-, three-, four- and five-bedroom units,” the report states.

It will also include a Head Start-type program classroom.

Ninety of the units will be reserved for families at existing sites, leaving 160 new Low-Income Housing Tax Credit units for the community, the report states. Seniors, persons with disabilities and veterans will be given priority to reside at The Haven.

The Haven on Hamilton is expected to be completed in late 2028.

Funding for The Haven on Hamilton will come form a variety of county, state and federal programs, the staff report states. No Chandler general funds will be used.

The resolution that OKs The Haven development agreement also authorizes city staff to continue pursuing “the highest and best use of Chandler’s remaining public housing sites.” Those are located at 210 N. McQueen Road; 130 N. McQueen Road; 127 N. Kingston St. and 660 S. Palm Lane.

“This repositioning of the city’s public housing stock will help modernize its aging facilities to create additional affordable housing options for families and seniors,” the report states.
