Chandler agrees to put off downtown plan

Posted

Chandler city staff wanted to withdraw its request to adopt the Downtown Region Area Plan,

By approving the consent agenda at its July 17 meeting, the Chandler City Council agreed.

A staff report says the finished plan will establish future land uses, objective design standards, and related goals and policies.

It would also replace the current Downtown-South Arizona Corridor Area Plan “in totality.”

The report states staff wants more time to incorporate new material in laws approved by the Arizona legislature this spring.

“These new laws include new design standards requirements for housing and by-right zoning for multiplex housing products and require the plan to be reviewed and updated to ensure compliance with new state law,” the report states. “Planning initiatives related to the new state laws also need to be integrated to strengthen the plan and better serve Chandler residents in the short and long term.”

Then, the report states, the revised draft plan needs to be published for community review and input before bringing it back for consideration by City Council. Staff want council to vote on its approval at its Sept. 18 meeting.

Council approved a contract with Logan Simpson Design Inc. in January to update the existing area plans for the downtown region. That included the Redevelopment Area Plan, the South Arizona Avenue Entry Corridor Study, and the South Arizona Avenue Design Guidelines.

Since January, two questionnaires, two virtual workshops and eight public events, including an immersive experience lab, have been held to gather community input, the report states.

A draft was prepared based on the input received from these public outreach opportunities, as well as from city staff from various departments and from “a few touchpoints with the City Council and the Planning and Zoning Commission” along the way.

The Downtown Region Plan had initially been advertised for Council review and approval at the July 17 Council meeting. Council only meets one week out of each month July through December.

Staff is also planning a work session on Monday, Aug. 11, where Council can be briefed on the plan and provide feedback to staff.
