Former Surprise councilmember Winters, 81, dies
Disability advocate served on City Council for nine years

The city of Surprise mourned the loss of former Surprise City Councilmember Roland F. Winters, who died Friday, May 3 at the age of 81.
Winters served District 1 for nine years from January 2014 to December 2022.
“Roland’s love for the city of Surprise and service to the same was evident in his work on Council," Mayor Skip Hall said. "He loved meeting with and talking to residents and had a passion for advocating for those with disabilities. I was proud to serve on the City Council with him for the nine years that he served.”
Winters was born and raised in New Jersey. He later moved to California for college, and he earned a degree in business administration and pre-law from Fullerton College and a bachelor of arts in marketing management from the University of California.
Winters worked 35 years at Hughes Aircraft Company in California and owned and operated his own photo studio. Winters also had a passion for helping his community and served on the State Board of Directors for Californians for Disability Rights.
Winters brought that same passion for community service to the city of Surprise. As a councilmember, Winters’ goal for Surprise was “to be a fully self-sustaining city where residents can live, get educated, work and play.”
Winters is survived by his wife, Carroll, his four children and seven grandchildren.
The funeral is planned for Friday, May 10 with a viewing at 10:30 a.m. and a service at 11:30 a.m. at Menke Funeral Center, 12420 N. 103rd Ave. Sun City.
