A new seven-story mixed-use development with 105 dwelling units and 120 square feet of commercial floor area is planned on 0.88 acres east of the southeast corner of South Rural Road and East Apache Boulevard in Tempe.
The Tempe Development Review Commission is to make a recommendation to the City Council on a zoning map amendment, planned area development overlay to establish development standards and a development plan review for The Marshall on Spence. The commission meets for a study session at 5:30 p.m. and a meeting at 6 p.m. May 13 in the City Council Chambers, 31 E. Fifth St.

The site at 1026 E. Spence Ave. is currently occupied by a multifamily residential complex known as the Tempe Palms apartments, which was constructed in 1970.
