Traffic work in northwest Surprise to bring restrictions

Work to widen and improve 163rd Avenue in northwest Surprise will require traffic restrictions along sections of the road intermittently from March 13 through April 14.  

Initial paving will begin on a third northbound lane from just north of Grand Avenue to Pat Tillman Boulevard resulting in the following traffic restrictions:

Starting at 9 p.m. on Thursday, March 13 and ending at 5 a.m. on Friday, March 14:

  • Double right turn lanes from westbound Grand Avenue onto Northbound 163rd Avenue will be reduced to one lane.
  • Northbound 163rd Avenue will be reduced to one lane from Grand Avenue to Pat Tillman Boulevard.

Starting at approximately 1 to 2 a.m. Monday, March 17 and ending in the late evening Thursday, March 20:

  • Northbound 163rd Avenue will be reduced to one lane from just south of Planada Lane to Pat Tillman Boulevard. This work was timed with spring break to minimize the impact on school traffic.

Initial paving and striping will begin on northbound 163rd Avenue from San Ysidro Road to Happy Valley Road, which will result in two additional travel lanes for northbound traffic and a dedicated right turn lane at the Happy Valley Road intersection.

The intersection will also be reconfigured and paved to allow for east and westbound traffic across the intersection.

To achieve this, drivers can expect the following restrictions:

  • Starting between 1 and 4 a.m. on Wednesday, March 19 and ending at 5 a.m. Monday, April 14:
  • Northbound traffic will be shifted onto new pavement and a dedicated right turn lane will be added for traffic to turn eastbound onto Happy Valley Road.
  • Happy Valley Road east of the intersection will maintain one lane in each direction. During this time, eastbound lanes will be shifted onto the new pavement.  
  • Additional restrictions and lane shifts over two weekends (April 4 to 7 and April 11 to 14) from 9 p.m. Friday to 5 a.m. Monday on both weekends:
  • 163rd Avenue will be one lane in each direction (north and south) but will shift lanes through the Happy Valley Road intersection.
  • There will be no access to Happy Valley Road from 163rd Avenue in either direction.
  • Happy Valley Road will be closed from 163rd Avenue to 147th Avenue, with local traffic access maintained from 159th Avenue to 147th Avenue. The detour for Happy Valley Road will be Jomax Road via 147th Avenue. 

The completion of this phase of work will result in:

  • Three northbound lanes with initial paving from just north of Grand Avenue to Happy Valley Road. (The City is still working to secure right of way between Sante Fe and Country Club Drive to be able to build the third lane in that area.)
  • The 163rd Avenue & Happy Valley Road intersection will be reconfigured to ultimate configuration (lanes and turn lanes) with initial paving to meet current standards.
  • Ability to access westbound Happy Valley Road from the intersection
  • Dedicated right turn lane from northbound 163rd Avenue to eastbound Happy Valley Road
  • New crosswalks in all four directions

While this phase of work will be complete April 14, drivers can expect north- and southbound lane restrictions on 163rd Avenue through mid-summer for work on medians, drainage and lighting improvements.

However, the city will work to maintain two travel lanes in each direction at all times.

Final paving of all additional lanes will be completed in late fall 2025/early winter 2026 after all road work, median work, lighting and traffic signals have been completed along the 163rd Avenue corridor.
