Surprise City Hall, 16000 N. Civic Center Plaza, is back open to the public June 1, and a series of other amenities are reopening as part of the city of Surprise's restart plan.

The city-run recreation programs and amenities that will reopen June 1 include:

• Club swim team practices for the Surprise Storm at Surprise Aquatic Center, 15831 N. Bullard Ave.
• Sand volleyball courts.
• Skatepark at Dick McComb City Park, 17894 W. Westpark Blvd.
• Park playgrounds.
• Park restrooms.

However, there’s still no sign of the pools resuming open swim, and splashpads remained closed.

The AZ TechCelerator, 12425 W. Bell Road, and the Fire Administration building, 14250 W. Statler Plaza, also reopened June 1.

Those facilities will join ones that had already reopened, including the Police Department, 14250 W. Statler Plaza; fire stations and City Court, 16081 N. Civic Center Plaza.

The city had already reopened courts at the Surprise Tennis and Racquet Complex, the Surprise Pickleball Courts and the dog parks.

Additionally, the Surprise Resource Center, 12425 W. Bell Road, is also back to normal operating hours.

In-person proceedings at the City Court will resume Tuesday, June 2. Face masks will be mandatory, plus residents can expect alternative schedules and other requirements to ensure compliance with applicable Arizona Supreme Court Administrative Orders and Surprise City Court Administrative Orders.

Water aerobics and lap swimming will be available at the Surprise Aquatic Center and Hollyhock Pool, 15808 N. Hollyhock St., starting Monday, June 8.

Both will be open for ages 15 and older and lap swim requires an appointment.

Meal delivery and pick-up will continue at the Surprise Senior Center.

The facility also began offering no-cost virtual programming, starting June 1. The programs will be offered at 9:30 a.m. weekdays.

When City Hall reopens, it will have some service modifications that will be in effect until further notice. Those include:

• Cashier — Credit and debit cards are the preferred payment method. For utility billing questions/requests (other than payments), contact utility billing at 623-222-1900.
• Passport Services — Not available through the Clerk’s Office at this time, per Department of State regulation.
• Development Services — Counters are open with new online options remaining available. Information on digital applications and plan submittals and online payments is available at surpriseaz.gov/devservices.
• Public Meetings — City Council and boards and commissions meetings remain closed to the public until August, and will reopen if federal and state guidance allows for increased gathering numbers at that time. Alternate viewing and commenting options are available at surpriseaz.gov/agendas.

With an eye toward safety, city staff is preparing for increased sanitation procedures, including more hand sanitizing stations and installing plexiglass barriers at service counters.
