Van Cott, Cheney: Master plan to be farmed to outsider

Last year’s governing board’s goal of a master plan was unsuccessful.

This year’s governing board announced a master plan as a goal in the September workshop. They have a new twist — have the general manager contract with an outside agency to draft a plan which the board will evaluate. Is this expense in the  budget and justified by the general manager‘s following responsibility?

“7.3.1.6 Develop, recommend, and maintain a Five (5) Year Plan for the Association to ensure the cost-effective and proper maintenance and operation of the Association’s facilities; establish reasonably detailed plans relating to future operations and the proper and timely repair/replacement of Association facilities and equipment for Governing Board approval.”

This should not require an outside contract for maintenance and operation, or repair and replacement of facilities and equipment. Reasonably detailed plans for future operations have already been covered.

  1. General Manager Mike Whiting pointed out in 2011 that the community has been built out and there should be adequate facilities as the number of residents would be stable.
  2. Jay Hicks of Dig Studio saved the R.H. Johnson pool design and supervised the very successful pool and entertainment area construction. Jay submitted a plan for other areas of the rec centers, community entrances and streets for last year’s board, which rejected his plan as not including enough new ideas.
  3. New residents do not come because of what may be built in the future, they seek the value already here.
  4. What has become of keeping costs low for retired residents on a fixed income?

The pressing need is a plan for replacing facilities approaching 50 years of age. Two minutes allowed for a member to speak at a meeting is not sufficient to explain a better approach.
