The North County Fire & Medical District governing board had the sad task of filling a vacancy due to the death of a member.

Dick Cherry, NCFMD board clerk, died Oct. 4. Mr. Cherry was also a representative of NCFMD to the Arizona Fire & Medical Authority governing board.

The NCFMD governing board met Oct. 15 to declare his position vacant and to elect a new clerk and another representative to the AFMA governing board. Richard Bookie was elected to replace Mr. Cherry as a member of the AFMA board. Mr. Bookie was appointed to the board May 28 to fill a vacancy that expires December 2022.

“Dick was a mentor to me when I came on board,” Mr. Bookie said. “It’s an honor to try and live up to his position.”

Dawn Miller was elected NCFMD board clerk. Ms. Miller’s term expires December 2020.

“It’s not in good taste to fill a vacancy before a person’s memorial service,” said David Wilson, NCFMD governing board president, and asked the staff to proceed with the process in November. Robert Biscoe, AFMA fire chief, said the agency will post announcements seeking applications to fill the vacant position during November.

Mr. Wilson said the board would have a special executive session Tuesday, Dec. 10 to interview the candidates.

Dusty Christopherson, clerk of the authority, asked about recent applications that were on file from earlier in the year.

Board members decided that the clerk should contact the two people involved and if they wanted to still be considered they would not have to re-apply to be considered.
