Farris: Sun City West should not pay for improvements

Thank you for writing and explaining the upcoming EPCOR rate increase.
It reminds me of the Anthem increase. The question is how many more times do we as EPCOR users bail out their new customers. Take for example EPCOR decides that Seligman needs water and sewer. That part of Arizona is known for not having water. Should we pay for the cost of a pipeline to meet their needs?
I can think of numerous examples both large and small. Not really the reason I am writing.
I assume you know Sun City West does not have a sewer plant. We rely on storage and truck transportation to a sewer plant. The plant is not far from Sun City West. I can envision in the near future a government agency telling EPCOR to pipe the wastewater to the sewer plant.
Would our partner cities join with us in the cost of the pipeline? Of course, once the pipeline is completed our sewer rate will drop back down to the original amount before the pipeline construction (Okay, now that was funny).
