The special APF subcommittee of the Recreation Centers of Sun City West Budget and Finance Committee met Dec. 11 to finalize rewording of how asset preservation fees will be assessed and charged during switches of home ownership.

Bill Schwind, RCSCW general manager, said the staff sometimes has difficulty determining what the policy dictates about when the fee should be paid and by whom.

“We need to make sense of it,” Mr. Schwind said.

Debbie Long, RCSCW membership supervisor, is the staff person directly involved with property ownership transfers. She indicated about 100 times each year there was difficulty in determining APF fees. The biggest problem, she said, involves changes due to death and inheritance.

Each residential deed transfer in Sun City West requires an asset preservation fee of $3,500.

Gerry Connor, RCSCW governing board treasurer and Budget and Finance Committee chairman, said he felt the original policy about fees for such property changes was poorly written, and needed to be changed.

Jim Sloan, RCSCW governing board president, agreed there needed to be clarification, but said overall the policy has stood the test of time for 40 years.

The subcommittee was going to make its recommendation to the full budget and finance committee meeting Dec. 17, and then if the committee approves it will be discussed and voted upon at the RCSCW governing board regular monthly meeting, 9 a.m. Thursday, Dec. 19, at the R.H. Johnson Recreation Center lecture hall, 19803 R.H. Johnson Blvd.
