The Recreation Centers of Sun City board of directors approved the first reading of proposed amendments to its bylaws during a meeting Jan. 30. The changes, which aim to improve transparency and streamline board meeting procedures, passed with a 7-2 vote.
The proposed revisions to the bylaws would clarify how executive sessions are run and that the executive sessions and other private meetings will remain excluded from public access.
Director Jim Rough, who introduced the amendment, explained the changes were part of his effort to “clean up the work that was done (last year)” and ensure clarity in the bylaws.
“My intent with any of the changes that I make is that somebody reading it will easily understand our process and not get confused by the language,” Rough said.
While the amendments received general support, there was some opposition.
Director Steve Collins argued the policy was redundant and could hinder transparency. Director Preston Kise also expressed concerns about the ongoing adjusting of bylaws.
“You can’t perpetually do a little bit of the bylaws all of the time. I don’t think that reflects well on us to begin with,” Kise said, suggesting the formation of a group to work on the bylaws as a whole and present all the changes together.
“It’s very important to have second opinions and second votes for the membership to hear,” Director Rick Gray said. “But the things we deal with in executive sessions aren’t something that should be brought to the membership. What we’re doing here is just adding what we have in the lines above which excludes executive sessions. Bear with us as we’re trying to perfect what we’ve got.”
The amendments will be discussed further at upcoming meetings, with a final vote expected in the coming months. The next RCSC board of directors meeting is 9 a.m. Feb. 27, in the Sundial auditorium, 14801 N. 103 Ave.
