Crowley: Why did RCSC schedule Sun City golf course lot work now?

I usually don’t like to complain as I think the Recreation Centers of Sun City staff and management generally do a commendable job.
I cannot, however, understand the gamble that was taken by scheduling the repaving of the Quail Run Golf Course parking lot in the middle of the monsoon season. This decision is especially perplexing considering that the course will be shut down in a couple months for reseeding.
Predictably, the reopening has now again been delayed as the contractor needs at least several dry sunny days to complete the job. It is very possible that this won’t be completed anytime soon.
Perhaps there are factors that I am not aware of that led to this boondoggle, but otherwise it was a costly and unwise move.
