Brannstetter: Virus protocols seem backward at Sun City pools

I have noticed that at the Bell Center in the water walking area, people are wearing their masks and adhering to social distancing.
I have observed at Sundial Center that people doing the same activity as at Bell, walking in the water, no one is wearing a mask and no social distancing is being observed. This seems backwards. Outdoors at Bell you have to observe pandemic protocol but indoors at Sundial you do not.
I have asked the monitor and sent a letter to Recreation Centers of Sun City for clarification of this situation. I have not received an answer.
