Phoenix police arrest suspect in abuse of puppy

A man was arrested following an investigation into the abuse of a 6-month-old dog.

Jose M. Beltran, 41, faces one count each of animal cruelty and failure to provide medical treatment. The first charge is now a class 5 felony in Arizona after passing through the state legislature last year.

On Saturday, Aug. 8, the Phoenix Police Department began assisting the Arizona Humane Society in an ongoing animal cruelty investigation that occurred in June. Investigators were provided with video that showed a male subject abusing a puppy.

AboutJune 11, the suspect is accused of swinging the dog around, slamming him to the ground, kicking him and then using a hose on his face, records state.

Authorities responded to the area of 3900 West Sherman Street and located the 6-month-old male puppy seen in the video. They also observed a laceration to his neck. The injured puppy was taken into the care of the Arizona Humane Society for evaluation and treatment.

During the evaluation, there were additional injuries that included a broken rib and punctured tongue.

During the investigation, animal crimes detectives developed probable cause to arrest Jose Beltran around 9:10 a.m. Monday, Aug. 10.

In an interview, authorities showed the suspect video of the alleged abuse and he stated he was the person in the video. He allegedly said he has anger issues and doesn’t know why he does what he does, records state. He said he never took the puppy to the vet for treatment of its injuries.

The puppy remains in the care of the Arizona Humane Society for treatment and care related to his injuries. He is expected to make a full recovery.
