According to a staff report, The 430 acres subject to the General Plan amendment consists of 240 acres owned by Robert Wagner, with the remaining 190 acres owned by Pioneer 2005 LLC. The property is zoned agricultural, and the General Plan Land Use Plan designates the land use as traditional neighborhood.

Underlying zoning districts that correlate to the traditional neighborhood land use designation include all residential zoning districts, Planned Facilities District, Commercial Office district, Neighborhood Commercial district, General Commercial district and Planned Area Development district, the staff report states, noting those uses are no longer compatible with the surrounding area.
