City Council approves ‘pay to stay’ at renovated Scottsdale jail

The Scottsdale Police Department will be able to impose a jail fee of $250 a night to house offenders up to 48 hours at a time.

Scottsdale City Council adopted a resolution at its July meeting to establish the nightly fee for detainees to serve their sentences at the newly-renovated Scottsdale jail, according to a city staff report, noting that the fee will provide additional revenue stream for the city.

Two detention officers were already approved in the fiscal year 2019-20 budget for the project that was initiated in 2010 when the police department implemented a program to house low-risk offenders sentenced from another jurisdiction in the District 3 jail, the report said.

Operated by the Scottsdale police, this was an option to serving their time in the 4th Avenue jail run by the Maricopa Sheriff’s Office.

However, when the program closed due to unrelated budget challenges, the report said, an estimated $600,000 in revenue was on track to be generated in FY2011-12.

Renovations to the downtown jail was approved by the city for a capital project in FY2018-19, cited the report, detailing how enough space was created to allow offenders adjudicated outside of Scottsdale the opportunity to serve their sentences in the renovated jail.

In addition, the $250 a night jail stay would also be available for those sentenced to short-term jail accommodations by the Scottsdale City Court, the report said.

MCSO set its FY2020-21 fees at $366.51, the report said, describing the booking fee for the first night, and $105.15 for housing each additional night. The fee was determined by taking the average of the two fees set by MCSO for FY2020-21.

Plus, a 4.25% service charge, which is the equivalent of $10.63, for the scheduling and payment system will be imposed on out of jurisdiction offenders.

But, the service charge will not be for offenders sentenced by the Scottsdale City Court, noted the report.

In FY2020-21, the anticipated estimated gross revenue is $342,000, according to the report, noting estimated program expenses as $176,103, bringing a net revenue of $165,897.

For FY2021-22, the estimated gross revenue is $988,560 as program expenses are about $250,100, with a net revenue of $738,492.
