City Council adjusts payment schedule with Scottsdale Arts

The Scottsdale City Council approved on consent an amendment to a financial participation agreement with Scottsdale Arts, modifying the payment schedule established through the agreement.

Council rendered its approval at its Nov. 12 meeting at City Hall, 3939 N. Drinkwater Blvd. The original financial participation agreement garnered approval this June, awarding Scottsdale Arts $5,730,252 for fiscal year 2019/20.

While this amount doesn’t change, the payment schedule does, shifting the dispersion of remaining special revenue funds to the second quarter of the fiscal year. Previously, Scottsdale Arts received funds from the agreement over a nine-month period.

The payment schedule includes $4,907,852, the annual management services agreement fee, and $822,400 in special revenue funding for Canal Convergence, Scottsdale Philharmonic, Scottsdale International Film Festival and a supplemental payment for the Community Arts Grants program.

The modification affects the special revenue funding, moving those payments to the second quarter. The city will still disburse the MSA fee as usual.

City staff say the rationale for the Scottsdale Arts request is because all events and activities that receive special revenue funding happen within the first two quarters of the fiscal year.

The request applies to the remaining special revenue funds that haven’t been disbursed.

This change ups the amount Scottsdale Arts receives from $573,025.20 in November to $860,865.20. This, in turn, drops the payments in December, January and February from $573,025.20 to $490,785.20 as well as a drop from $286,512.60 in March to $245,392.60.

The MSA outlines the process for the annual city appropriation, as well as allocation plans for specific activities. The council orginally entered into this agreement with then Scottsdale Cultural Council, which later became Scottsdale Arts, in 2008.

City staff say they continue to work with Scottsdale Arts on a new MSA and hope to bring the new agreement before council during the current fiscal year. Until that time, the city and Scottsdale Arts will continue functioning under the agreed-upon MSA.
