Jomax facility to expand for growth in northern part of city

As growth and development has continued in north Peoria, the need for more water infrastructure has also increased.

The Peoria City Council recently approved a contract in the amount of $3.4 million for Tempe-based Wilson Engineers to design an expansion to the Jomax Water Reclamation Facility, near Jomax Road and 123rd Avenue.

The facility was originally built in the early 2000s by the Vistancia Community Facilities District.

The project design is expected to be completed by the end of fiscal year 2021. Construction of the Vistancia Community Facilities District portion of this expansion project is expected to be completed in fiscal year 2022.

As a part of the development agreement with Vistancia, the VCFD is required to add a series of expansions triggered by additional development in the area, according to city documents.

Currently, the Jomax facility treats 2.25 million gallons per day. With the Vistancia development moving north of the Central Arizona Project, the need to expand the plant has become apparent, according to the city.

Vistancia, through the VCFD, is responsible to design and construct an expansion to 3 MGD.

Wilson Engineers was selected by Vistancia to perform the design work for this effort.

The city’s water services department also has a project within the Capital Improvement Program to perform design work on an expansion from 3 MGD to 4.5 MGD.

City officials said the main reason to design this expansion now is to be prepared for possible Vistancia Commercial Core projects and potential big water users in the area.

Construction of the improvements have been moved to later years of the existing CIP, but completing the design work now provides flexibility with “on the shelf” drawings ready to use for construction.

In addition, permitting of these facilities can be a time consuming effort. Performing the design work now allows the city to work with state regulators to permit the facility up to 4.5 MGD, which is expected to be all that is needed well into the next decade, according to documents.

Wilson Engineers will immediately begin design of both plant expansions concurrently. The VCFD will construct the first phase of these improvements (up to 3 MGD), and the CIP project is scheduled to construct the additional improvements in fiscal year 2024-25. The anticipated cost of these improvements is $56 million.
