County attorney's office clears Glendale officer in shooting death of unarmed man

As a member of the West Valley Incident Response Team, the Peoria Police Department had assumed the investigation into the Glendale Police Department officer involved shooting which occurred on Wednesday, Jan. 9, at Horizon Park.

On April 16 the Peoria Police Department received information from the Maricopa County Attorney’s Office regarding this investigation. MCAO reviewed this shooting incident and determined there is no reasonable likelihood of conviction for the officer.

The Peoria Police investigation is closed.

Officers with the Glendale Police Department responded to a domestic violence call just after 7 p.m. Jan. 9 near 47th and Glendale avenues. When officers arrived, they found a female victim who told officers she had been threatened by her ex-boyfriend and he had pointed a gun at her, a press release stated.

Officers went to Horizon Park and found the truck parked on Diana Avenue, along the north side of the park. Officers approached the truck but due to dark window tint could not see if anyone was inside. Officers were attempting to make verbal contact with any possible occupant of the truck, when their attention was drawn to an individual sitting at a nearby gazebo within the park.

Believing this man was the ex-boyfriend, officers gave verbal commands for the subject to raise his hands. The man did not comply with commands and made a movement toward his waistband. As a result, one Glendale officer fired at least one round striking him. Officers rendered aid but the subject died from his injuries on scene.

Following the shooting, officers approached the ex-boyfriend’s truck and discovered the ex-boyfriend was lying down in the driver’s seat with an apparent self-inflicted gunshot wound. With assistance from the fire department, officers rendered aid, and the ex-boyfriend was taken to a local hospital, where he died.

During this investigation, detectives could determine no kconnection between the ex-boyfriend and the man at the park, 46-year-old Dillon Siebeck of Tucson. 

Siebeck did not have a firearm.

The Glendale Police Departent said the officer involved will remain on administrative assignment until their internal investigation is complete.
