Paradise Valley to pay more for roadway project near Ritz-Carlton

A third change order garnered the Paradise Valley Town Council’s approval, setting up additional charges and time on a roadway and utility improvement project on Lincoln Drive, Mockingbird Lane and Indian Bend Road.

The approval, which came on consent at council’s Dec. 5 meeting, will see the town and Five Star Development pay an additional $52,005 for the project. The town will pay $23,655 while Five Star will pay the remaining amount.

The change order, which is part of a design contract with T.Y. Lin International, also asks for an additional six months to complete the project since construction did not begin in July 2019 as planned, according to the order. This moves the estimated completion date to June 30, 2021.

As part of a Special Use Permit and Development Agreement between the town and Five Star, both entities will jointly develop the three streets surrounding the proposed Ritz-Carlton development.

Per the agreement, the town had to complete design within 360 days after the issuance of the building permit to Five Star for non-grading improvements. It also had to complete construction 18 months after the completion of design.

Design ran later than expected, finishing in December thus prompting the request for an extension.

Specifically, the town will pay for half of work on Lincoln Drive, totaling $14,227.50, and half of work on Mockingbird Lane south of Indian Bend Road, totaling $4,707.50. It will also pay $4,720 for additional revisions for Lincoln Drive.

Five Star will pay $14,227.50 for the other half of work on Lincoln Drive; $4,707.50 for the other half of work on Mockingbird Lane south of Indian Bend Road; and $9,415 for all work on Indian Bend Road.

T.Y. Lin International noted it is still using the original contract rates from May 2016, when the contract initially began. It said it has not changed rates to account for staff salary adjustments over the past three years.
