Overstaffing at Town of Paradise Valley Police Department

The Town of Paradise Valley website states that, in March 2025, the Paradise Valley Police Department reported two crimes against persons, eight property crimes and three crimes against society. That's just 13 petty crimes in a month.
This is a low crime town. Yet, the police department is employing 33 sworn officers and eight civilians. Thirteen petty crimes and 41 salaried individuals to deal with these crimes. The ratio of personnel to crimes seems like overstaffing.
So, with very little criminal activity, the police department organize community outreach events – which could be accomplished by volunteers.
The recent town budget proposes to hire three additional police officers. There is no acceptable justification for this increase in personnel. On the contrary, perhaps there should be a proposal for a reduction of forces in the police department.
