Val Vista Condo, Mercado Fiesta preliminary plats to be discussed Wednesday

Where to watch meeting
Members of the Planning and Zoning Board will appear electronically for this meeting via a video conferencing platform, and the live meeting will be accessible via broadcast and telephonically.
Because of the current public health emergency, the City Council Chambers is closed for Planning and Zoning meetings. Preliminary plats for condominium projects are to be discussed at the April 14 meeting of the Mesa Planning and Zoning Board.
A virtual study session begins at 3 p.m. with the meeting at 4 p.m. on Wednesday.
The board is to discuss and take action on the following preliminary plats:
•Val Vista Condo, for a three-unit office condominium plat for an existing development on 1.4 acres north of Southern Avenue on the west side of Val Vista Drive. Natalie Griffin of EPS Group is the applicant; and LeSueur Family Investment Group is the owner.
Mercado Fiesta Amended Condominium on 6.3 acres west of Alma School Road on the south side of Southern Avenue. Heather Roberts of Kimley Horn is the applicant; and BPC Larkspur Mercado LLC is the owner.

Two zoning items at the meeting are to be continued to a future meeting and one is to be tabled. They are:
Modification of the Sycamore Station smart growth community plan to allow for a mixed-use transit-oriented development on 21 acres east of Dobson Road and north of Main Street. Neil Calfee of Miravista Holdings LLC is the applicant; and Dobson Station LLC, city of Mesa and Pride Ventures LLC are the owners. Continued from the March 24, meeting, it is to be continued to April 28.
A rezoning and site plan review for 1.6 acres east of Power Road on the south side of University Drive for the development of a commercial center. John Reddell of Reddell Architects is the applicant; and ETR Enterprises LLC and the U.S. Department of Interior Bureau of Land Management are the owners. Continued from the March 24 meeting, the request from staff is to table the case.
A rezoning and site plan review for 8.1 acres west of Crismon Road on the south side of Southern Avenue for a multiple-residence development. Sean Lake of Pew and Lake PLC is the applicant; and Sunny Acres/Montgomery 320 LLC is the owner. The request from staff is to continue it to the April 28 meeting.
Study session discussion
Items on the agenda for the study session include reviewing the cases in the meeting and:
Hear a presentation, discuss and provide recommendation on proposed text amendments, including, but not limited to, Chapter 31 and 86 of Title 11 of the Mesa Zoning Ordinance relating to recreational marijuana establishments; and
Hear a presentation, discuss and provide recommendation on proposed text amendments, including, but not limited to, Chapters 4, 5, 6, 8, 32, 58, 64, 86, and 87 of Title 11 of the Mesa zoning ordinance relating to community residences (i.e., currently known as group homes or group homes for the handicapped in the zoning ordinance).
The seven-member Mesa Planning and Zoning Board conducts hearings and makes recommendations to the Mesa City Council on requests for zoning changes and on required site plans. The board also considers and recommends changes in the city’s long-range plans and in the municipal code concerning planning and zoning matters, according to the city’s website.
