Council to consider sale of Litchfield Square parcels for mixed-use development

Litchfield Park City Council will vote Wednesday, April 16, on whether to approve the sale and development of two key parcels in the city’s downtown district as part of the ongoing Litchfield Square project.

The proposed ordinance and resolution on the agenda would authorize the sale of Parcels 1 and 2 to Rudolfo Family Properties LLC for $913,395, based on a rate of $15 per square foot, and approve a development agreement outlining plans for commercial and possible residential construction.

If approved, Ordinance 25-291 would authorize the land sale and includes an emergency clause allowing the ordinance to take effect immediately. According to the agenda materials, the urgency is tied to keeping the project timeline on track and securing favorable financial terms for the city.

The development agreement, tied to Resolution 25-583, outlines several key conditions. Construction would need to begin by Sept. 1, 2025, with permits secured by Aug. 1 and completion within 24 months.

The agreement requires the developer to build at least 100 public parking spaces, with additional spaces required if condominiums are included. In that case, 55 more parking spaces would be built nearby on streets like Wigwam Boulevard or Old Litchfield Road. Condos, if included, would need to be at least 900 square feet in size.

The parcels are part of the city’s Community Facilities District, or CFD, which helps fund public infrastructure. The agreement caps the CFD tax rate at $10 per $100 in assessed property value. The developer would also pay a $75,000 stormwater connection fee, which represents its share of infrastructure already installed beneath Litchfield Square Park.

City staff say they’ve spent the past six months working with the developer to finalize the agreement, which includes parking provisions, construction milestones, and a right-of-way easement allowing future public access if needed.

Rudolfo Family Properties submitted its proposal last fall in response to a city-issued request for proposals. The bidding period for this portion of the project closed in October 2024. If approved, the development agreement would carry with the property, meaning its conditions would remain in effect even if ownership changes before construction is complete.

Litchfield Park officials have positioned Litchfield Square as a central piece of the city’s vision for a walkable, vibrant downtown.
