The Goodyear City Council took steps toward funding the expansion of the Southwest Valley Family YMCA’s Early Learning Center during a work session on Feb. 10. The discussion centered around the use of Community Development Block Grant funds for the proposed project aimed at addressing the growing demand for childcare services in the city.
Christina Panaitescu, the Community Partnerships Program Manager, presented details about the FY2026 CDBG entitlement funds, which are designated for activities such as community facilities, public services, and neighborhood improvements. The proposed plan includes allocating a portion of these funds to support the expansion of the Southwest Valley Family YMCA’s Early Learning Center.
The Southwest Valley Family YMCA, located on Litchfield Road, has served the Goodyear community since 2004. The Early Learning Center was established in 2019 to provide childcare for children ages 6 weeks to 5 years. However, due to space limitations, the center is unable to meet the growing demand for its services.
The proposed funding would help construct dedicated classrooms for infants, toddlers, and preschoolers, increasing the center’s capacity from 57 to 98 children.
The council’s proposed allocation includes $79,543 for program administration, $59,657 for teacher salaries, and $258,518 for construction and equipment. These funds would help the Southwest Valley Family YMCA expand its capacity to serve the community, particularly families seeking affordable childcare options.
The Southwest Valley Family YMCA’s Early Learning Center currently serves a diverse group of families, including foster children and those utilizing Arizona Department of Economic Security childcare reimbursements. The proposed expansion would provide additional space and create a more functional environment for early childhood education.
Along with the facility upgrades, the YMCA plans to hire additional staff to accommodate the expanded capacity and ensure appropriate care and education for each child.
The City of Goodyear has participated in the CDBG program since 2021 and has used funds for a variety of community projects, including streetlight upgrades, park improvements, and support for local organizations.
The YMCA expansion aligns with the city’s goals of improving services for residents and supporting community development.
“I’m very excited about this one. There’s so much pressure on families to not only fine but a for childcare so I think this is going to be a great option,” said council member Laura Kaino.
The next steps in the process include a public comment period from March 10 to April 10, with a public hearing scheduled for March 24, 2025. The final action plan will be presented to the City Council for approval on May 5, 2025, and then submitted to the U.S. Department of Housing and Urban Development.
If approved, the project will move forward, with renovations expected to address the childcare needs of Goodyear’s growing population.
