The Goodyear City Council will consider a Planning and Zoning Commission recommendation to approve the preliminary plat for Parcel A of the long-awaited Civic Square at Estrella Falls when it meets in regular session at 6 p.m. Monday, Sept. 28.

The meeting at Goodyear Municipal Court and Council Chambers, 14455 W. Van Buren St., Suite B101, is open to the public, with limited seating because of COVID-19 safety measures. Face masks are required, and attendees may be cycled in and out of council chambers to accommodate speakers. Ryan Cos. has asked to subdivide 47.75 acres into eight lots between McDowell Road and Monte Vista Drive and between 150th Drive and the Bullard Wash, within the Goodyear Civic Square at Estrella Falls Planned Area Development.

The site will serve as the core area for the city’s proposed four-story, 125,000-square-foot City Hall building and two-acre Civic Square park. In addition to City Council chamber and city offices, City Hall will feature a two-story, 20,000-square-foot public library.

The project's first phase, expected to be completed in mid-2022, also will feature Globe Corp.’s three-story, 100,000-square-foot commercial office building and a parking structure that can accommodate up to 1,100 vehicles.

The council also will conduct public hearings before considering requests to update it’s zoning ordinance to reflect updates to its multifamily residential zoning requirements and design guidelines, and a requested update to its Redevelopment Area Designation and Plan.

Other action items include:

• A request by Newland Communities to approve its preliminary plat for Estrella Parcel 9.28, which would subdivide 20.64 acres north of Willis Road and Mountain Vista Drive in Estrella’s Montecito neighborhood into 67 residential lots and 15 tracts.

• A request to approve expenditure of $1.5 million to update the city’s Surface Water Treatment Facility supervisory control and data acquisition system to accommodate further expansion.
