A controversial proposal to build a 157-acre “cross-dock” truck terminal facility at Camelback Road and 152nd Avenue in Litchfield Park was continued to the end of the month after the Maricopa County Planning and Zoning Commission abruptly lost its quorum May 14 when a commissioner announced mid-hearing she had to leave the meeting.

The hearing will be first on the agenda when commissioners meet in virtual regular session at 9:30 a.m. Thursday, May 28. A full agenda packet is available for review and download at maricopa.gov/AgendaCenter/Planning-Zoning-Commission-9.

The developer, KW Projects, is seeking a Military Compatibility Permit to build the facility on what is now Falcon Golf Club, 15152 W. Camelback Road, #5600, adjacent to Luke Air Force Base.

County staff have recommended approval, with conditions that would require the applicant to be responsible for road improvements along Camelback Road and to adhere to a maximum building height of 60 feet and light pole height of 110 feet.

The cities of Litchfield Park and Goodyear wrote to the county requesting denial of the project based on traffic impacts to the area and residents’ quality of life. Luke AFB officials wrote that the facility would not impact flight operations, but increased traffic would negatively impact response times to issues on base and affect service members’ access to and from their workplaces on base.

Nearly 200 residents in the area also wrote letters opposing the project.

Steve and Donna Ervin, who have lived in Litchfield Park for 22 years, are among those who oppose the project.

“While I am not opposed to growth, I highly oppose the Falcon Golf Club project,” Ms. Ervin wrote in an email to Independent Newsmedia. “I feel strongly that we should preserve our peaceful, safe and unique community.”

Mr. Ervin, a longtime golfer who works part-time at Copper Canyon Golf Club, said Falcon was the first golf course he played when the couple moved to Litchfield Park.

When he took a visiting friend to play the course, he said, the friend remarked, “we’ve died and gone to heaven.”

The terminal would include commercial, industrial and office space, and could generate as many as 6,000 truck trips a day. Activities on the site would include shipment transfers between semitrailers, as well as local pickup and delivery operations, according to a staff report.

Once fully built, the facility would employ more than 1,100 workers in four shifts, with arrivals and departures around the clock, according to the MCP submission.

Proposed buildings include an approximately 194,685-square-foot overhead door service center a 3,550-square-foot break room and 3,550-square-foot dispatch pod; 34,336-square-foot maintenance shop; 13,852-square-foot office; 2,757-square-foot fueling station/lube shed and 100 sq. ft. guard house.
