Glendale names Jean Moreno as Community Services director
Longtime city employee moves up from interim position

The city of Glendale announced Wednesday that Jean Moreno has transitioned from an interim to a permanent role as the city’s community services director.
In this position, Ms. Moreno will oversee the library system, the Community Action Program, Public Housing, Community Revitalization and Community Engagement.
“We’re fortunate to have an innovative leader who stepped into this critical position during the unprecedented challenges of a global pandemic,” said Glendale City Manager Kevin Phelps. “The work this department does to serve our community is of the utmost importance to our city, and Jean drew on her vast operational acumen to find the solutions needed to help her team thrive.”
Ms. Moreno adds this new position to her more than two decades of experience and service to the city of Glendale. She brings with her a strong background of relationship building through her work as an experienced leader and most recently serving as the interim community services director, which started March 19. Since that time, Ms. Moreno also continued to serve in her role as the director of organizational performance.
Throughout her career she has held positions in Glendale’s Police Department, City Prosecutor’s Office, Innovation and Technology, Economic Development and in the City Manager’s Office. Ms. Moreno also served as the city’s first director of organizational performance where she championed multiple strategic initiatives.
“I’ve had the great joy of working throughout the city of Glendale over the past 25 years and I’m looking forward to continuing that work with the devoted staff of the Community Services Department,” Ms. Moreno said. “I’m excited to learn more from my new team, and work with them to impact the lives of the citizens we serve through our many programs and services.”
Mr. Moreno holds a bachelor's of science in management from Western International University and a master's of public administration from the University of Southern California.
She makes the move to this permanent position this week.
